In a letter dated April 1, ‘My Vote, My Right’ raised alarms over a significant data gap between the 4.46 crore voters reportedly mapped and the mere 19.13 lakh voters who have been officially ‘system and BLO (booth-level officer) verified’. Raising questions about progeny mapping, the group has demanded that progeny mapping of persons above 40 years should also be permitted. “Conducting such a state-wide mapping exercise in such an opaque manner, and refusing to resolve people’s concerns of being excluded from voter rolls, is highly condemnable. Let us reiterate that there are no written instructions or protocols from the Election Commission for conducting mapping,” the letter said. It demanded that the Karnataka Chief Electoral Officer formulate and make public the written instructions, guidelines, and protocols for mapping, and publish them on the CEO website. …

A three judge Bench headed by Chief Justice of India Surya Kant made the observation in the context of 19 tribunals constituted by the Election Commission of India to hear appeals of persons excluded from the electoral roll. The appellate tribunals, notified by the EC on April 20, are presided over by former Chief Justices and judges of High Courts. Justice Joymalya Bagchi said the adjudication and appellate processes of the SIR exercise must be taken to its logical conclusion, and anything less would lead to an “extremely oppressive” …

The row over the ‘exclusion’ of Public Works Minister Mohamed Riyas from the inauguration of the National Highway (NH) 66 development projects attended by Prime Minister Narendra Modi in Kochi has once again turned the spotlight on Kerala’s claims with respect to the land acquisition cost borne by it for making this major infrastructure initiative a reality. Kerala had paid ₹5,580.74 crore as cost of land acquisition for the widening of the NH 66. This sum was also mentioned by Union Road Transport and Highways Minister Nitin Gadkari in the Rajya Sabha in reply to a question on the contribution of States towards NH development. Further, the Kerala government had on multiple occasions requested the Centre that it be allowed an additional borrowing of ₹6000 crore over the net borrowing ceiling for bearing 25% of the land acquisition cost of the NH development.
