2 min readNew DelhiMay 15, 2026 01:58 AM IST The Union Ministry of Home Affairs (MHA) has issued a fresh gazette notification giving another extension until November 20, 2026, to a Commission of Inquiry for submitting its report on the probe into the 2023 Manipur violence that claimed over 250 lives. In February, three months before the Commission was due to submit its report, Justice Ajay Lamba, former Chief Justice of the Gauhati High Court and head of the Commission, resigned and the Centre had announced the appointment of former Supreme Court judge Justice Balbir Singh Chauhan as the new chairman. Other members of the Commission are retired IAS officer Himanshu Sekhar Das and retired IPS officer Aloka Prabhakar. According to the MHA notification issued on Thursday, the Commission will now submit its report to the Central government as soon as possible but “not later than November 20, 2026”. A bench of Chief Justice of India Surya Kant and Justices Joymalya Bagchi and Vipul M Pancholi issued the direction after perusing the status report filed by former Maharashtra DGP Dattatray Padsalgikar, who is monitoring the investigations. The SC had appointed Padsalgikar on August 11, 2023, to supervise the probe by the CBI and state police in Manipur, and asked him to also “investigate the allegations that certain police officers colluded with perpetrators of violence (including sexual violence) during the conflict”. Hearing the Manipur violence-related matters on February 13, the SC had sought a fresh report on the status of the investigation. Soon, people caught driving without a licence, driving dangerously, speeding, or driving an unregistered vehicle will not have to pay the full challan. Instead, they can settle the fine on the spot or in 30 days by paying just 50% of the total amount. For the convenience of the people and to encourage the settlement of traffic fines, the Delhi government has decided to compound traffic offences at 50% of the challan amount under specific sections of the Motor Vehicles (MV) Act, said officials. The objective behind this initiative is to settle traffic fines and reduce the workload on courts and the transport department. In a significant move aimed at streamlining law enforcement procedures, the Delhi Lieutenant Governor (L-G) V K Saxena on Monday issued a new directive, expanding the investigative powers of various police officers under the Indian Civil Defence Code, 2023. The directive, issued in accordance with the powers conferred by Section 176 of the Indian Civil Defence Code, 2023, outlines specific investigative roles for different ranks within the Delhi Police. “Under the new directive, inspectors are now tasked with investigating cases under the Indian Code of Criminal Procedure, 2023, as well as all local and special laws, unless specified otherwise by those laws. Sub-inspectors and assistant sub-inspectors will handle cases under the Indian Judicial Code and local laws, with the exception of murder cases as defined under section 103 (1) of the BNS,” an official from the L-G office said.
