During a review meeting with deputy commissioners, district magistrates and district collectors from across the country, Department of Drinking Water & Sanitation (DDWS) Secretary Ashok K K Meena said that the JJM and Swachh Bharat Mission-Grameen (SBM-G) have now reached a stage where the focus must move beyond infrastructure creation towards reliable service delivery, functionality, sustainability and community ownership. 3 min readNew DelhiMar 13, 2026 09:51 PM IST Days after the Union Cabinet approved extending the Jal Jeevan Mission (JJM) until 2028, the Centre has set four conditions that must be fulfilled by the states to receive funds, putting safeguards amid concerns over irregularities in the implementation of the rural tap water scheme. This was conveyed by the Centre to the states during a video conference with states on Friday. The video conference, chaired by Union Jal Shakti Minister C. R. Patil, attended by Ministers of Public Health Engineering Department (PHED)/Rural Water Supply (RWS) and Panchayati Raj Departments of States and Union Territories. The meeting discussed the implementation roadmap of JJM 2.0. “The release of Central funds under JJM 2.0 will be strictly conditional upon States/UTs meeting four mandatory compliance requirements. These include: signing the Memorandum of Understanding (MoU); creation of Sujal Gaon IDs to ensure complete digital mapping of all rural water supply schemes; timely financial reconciliation, and notification of State operation & maintenance (O&M) policies,” said an official. The Union Cabinet chaired by Prime Minister Narendra Modi on Monday approved a restructuring of the Jal Jeevan Mission, the Centre’s rural drinking water scheme, which in its next phase will focus on verifiable last-mile delivery rather than infrastructure creation alone, according to an official statement. Cabinet clears ₹8.69 lakh crore for Jal Jeevan Mission The programme, dubbed Jal Jeevan Mission 2.0, will introduce structural changes including a uniform national digital framework aimed at improving governance and transparency. The Cabinet approved an overall outlay of ₹8.69 lakh crore for the programme, including a central share of ₹3.59 lakh crore, up from ₹2.08 lakh crore approved when the scheme was launched in 2019-20. The scheme aimed to provide functional tap water connections to all of India’s 193.5 million rural households by the end of 2024. According to the programme’s dashboard, 158.2 million households, or 81.5% of the total, currently have a functional tap connection. Jaipur, Rajasthan’s Anti-Corruption Bureau has intensified its search for retired IAS officer Subodh Agarwal and other accused involved in alleged irregularities amounting to ₹900 crore in the tender process for the Jal Jeevan Mission , officials said on Wednesday. The official further informed that search teams have conducted raids at over 100 locations across nearly 21 cities, including Jaipur, Udaipur, Jodhpur, Barmer, Kota, Nagaur, New Delhi, Chandigarh, Faridabad, Noida, Meerut, Prayagraj, Bulandshahr and Mumbai. The premises searched include New Moti Bagh and Defence Colony in New Delhi, Sector-39 in Faridabad, residential locations in Noida, a farmhouse in Sohna, and properties in Malabar Hill and Juhu in Mumbai. The Enforcement Directorate (ED) on Thursday arrested former Rajasthan minister Mahesh Joshi of the Congress after questioning him for several hours in connection with the alleged Jal Jeevan Mission scam. He was Cabinet minister for the Public Health Engineering Department (PHED) under the previous Ashok Gehlot government in the state. Corruption charges related to the department have led to an FIR by the Anti-Corruption Bureau (ACB) and investigations by the ED and the CBI. Talking to journalists while being led away by ED officials late on Thursday, Joshi said, “My wife is on the verge of death, I requested them… A case has been created against me, but I did not indulge in any wrongdoing, and I did not take money from anyone.
