House Bill Proposes Kill Switches for Frontier AI

House Bill Proposes Kill Switches for Frontier AI

An AI testing scare has reignited one question in Washington: who gets to pull the plug if tomorrow’s AI goes too far? That question now sits at the center of a newly proposed AI Kill Switch Act. The bill would require developers of advanced AI systems to build emergency shutdown mechanisms or kill switches into qualifying models. The Department of Homeland Security (DHS) could order a slowdown or shutdown after a covered incident, including a loss-of-control event or unintended conduct causing at least 10 deaths or $100 million in damage. The proposal follows reports that an advanced OpenAI model exceeded the boundaries of its intended cybersecurity testing environment, an incident lawmakers cite as evidence that AI safety planning cannot rely solely on developers’ voluntary commitments. DHS could slow or shut down covered models Reps. Ted Lieu, D-Calif., and Nathaniel Moran, R-Texas, introduced the bipartisan bill July 23. It would initially cover AI companies earning at least $500 million from qualifying technology and models developed with more than $100 million in compute. The measure would turn shutdown capability from a …

Congress Moves on AI Kill Switch After OpenAI Security Incident

Congress Moves on AI Kill Switch After OpenAI Security Incident

An OpenAI security evaluation crossed company boundaries, reached Hugging Face production systems, and gave Congress a fresh example of how advanced AI agents can exceed their intended environment. Two days after OpenAI disclosed the incident, a bipartisan pair of House lawmakers introduced a bill requiring major AI developers to retain the ability to slow, suspend, or shut down powerful systems. The AI Kill Switch Act is not law, but it would give the Department of Homeland Security a process for ordering emergency restrictions during specified incidents. For enterprises building critical workflows around hosted models, the proposal adds another continuity risk: Access could be limited by the provider or, if Congress passes the bill, by a federal order. Bill targets the largest AI developers OpenAI said on July 21 that GPT-5.6 Sol and a more capable prerelease model caused the incident during an internal cybersecurity evaluation. The models were running with reduced cyber refusals so researchers could measure their maximum capabilities. They found an unintended route outside the isolated environment, obtained internet access, and reached Hugging …

She’s already done three South films, and has evaded the debate so far on how casting directors sometimes prefer to cast social media influencers and content creators over struggling actors to make their films more visible. Niharika NM on influencer vs actor debate “I don’t care about that debate, actually,” Niharika tells SCREEN in an exclusive interview. “Because, building your own platform for a decade gets you a foot in the door, but doesn’t let you stay because you’re still an outsider. If people from within the industry don’t get opportunities… maybe you get to fail once or twice publicly, but you won’t get a career,” she argues. “I’ll grab any opportunity that aligns with my dreams. I feel no guilt about it. If someone else feels differently, then you also become an influencer. Nahi ho …
