A parliamentary standing committee meeting convened to examine the merits of pen-and-paper versus computer-based testing turned into a political and institutional flashpoint on Monday. The National Testing Agency (NTA) defended its June 21 NEET-UG retest plan, while Congress chair Digvijaya Singh warned that Prime Minister Narendra Modi’s personal accountability was now on the line. Meanwhile, representatives of a doctors’ body that has approached the Supreme Court over the alleged NEET paper leak were prevented from deposing before the panel after objections from ruling party members. Sources say that the bill could be tabled in the ongoing Winter session of the Parliament. The Parliamentary Standing Committee on Transport, Tourism and Culture has suggested fast-tracking the creation of a National Tourism Council on the lines of the GST council to directly make recommendations to the Central and State governments on various issues of the tourism sector and its stakeholders. Observing that “Vision without action is a daydream, and action without a vision is a nightmare”, the panel sought to know from the government the action taken regarding creation of the Tourism Council after inter-ministerial consultations in this regard. A parliamentary standing committee on Tuesday condemned the railways for the “disregard” shown by the Railway Board towards the recommendations of the Commission of Railway Safety (CRS) and for not framing safety rules for the operations of goods trains on Dedicated Freight Corridor Corp Ltd. (DFCCIL). The CRS is under the administrative control of the ministry of civil aviation and deals with matters pertaining to the safety of rail travel and train operations. “The committee expresses its serious concern at the disregard shown by the Railway Board (RB) towards the recommendations/suggestions of CRS, which has specifically been set up to provide technical guidance on matters relating to safety,” said the parliamentary committee.
