Under the proposal, over 500 constituent colleges offering undergraduate degrees would come directly under the control of a newly created higher education department, leaving the Governor, who is also the Chancellor of universities, with control over only postgraduate courses. Raj Bhavan has not yet publicly opposed the state government’s move. Image for representation only. | Photo Credit: File Describing the proposed amendment to the National Food Security Act (NFSA), which seeks to change the entitlement criteria under the Antyodaya Anna Yojana (AAY) from a household-based system to a per capita system, as “anti-poor”, the CPI(M) on Tuesday accused the Union government of attempting to gradually dilute and weaken the legislation. The party demanded that the proposed amendment be withdrawn immediately. The government has proposed increasing the food grain entitlement to 7 kg per person from the present 5 kg per person. This change does not help larger households either, the CPI(M) Polit Bureau said in a statement, pointing out that the entitlement would continue to remain capped at 35 kg per month, regardless of family size. At the same time, the party said it would substantially reduce the food grain entitlement of smaller households, which are currently guaranteed the full 35 kg under the existing scheme. Tamil Nadu Chief Minister C. Joseph Vijay on Monday urged the Union government to retain the existing entitlement of 35 kilograms of foodgrains per month for every household covered under the Antyodaya Anna Yojana (AAY), irrespective of the number of family members, as has been the practice since the enactment of the National Food Security Act (NFSA). In a letter to the Prime Minister, Mr. Vijay requested the Centre to reconsider the proposed amendment to the first proviso to sub-section (1) of Section 3 of the National Food Security Act, 2013. “If the proposed amendment is brought into force without modification, it would diminish the food security of nearly 70 lakh of Tamil Nadu’s most vulnerable citizens,” he said in the letter, a copy of which was circulated to the media. The Chief Minister pointed out while the existing provision guarantees 35 kilograms of foodgrains per household every month irrespective of family size, the proposed amendment seeks to provide 7 kilograms per person per month, subject to an overall ceiling of 35 kilograms per household. …
