Ballots introduced due to non-availability of EVMs: Punjab SEC to HC

Ballots introduced due to non-availability of EVMs: Punjab SEC to HC

The State Election Commission (SEC), Punjab, has told the Punjab and Haryana high court that the civic body polls in the state are being conducted through ballot papers as the Election Commission of India(ECI) failed to provide Electronic Voting Machines (EVMs) as per schedule finalised by SEC. The court has deferred hearing for Wednesday and asked the SEC counsel to produce the letter in question. (HT) The information was submitted during the hearing of a public interest litigation (PIL) by one Ruchita Garg, an advocate and Mohali resident, challenging Punjab SEC’s decision to hold the elections of municipal corporations, municipal councils and nagar panchayats on May 26 by ballot paper instead of EVM. Appearing for the petitioner, senior advocates Chetan Mittal and Amit Jhanji had argued that the action of the state amounted to returning to a bygone era. The election through EVM in the state was introduced by incorporating a similar provision as introduced in the Representation of the People Act, Mittal argued, adding that the Act was subject matter of various challenges made …

SEC annules vice-president’s election in Kottangal grama panchayat in Pathanamthitta

The State Election Commission (SEC) has annulled the election of the vice-president of the Kottangal grama panchayat in Pathanamthitta district of Kerala, citing procedural violations. The decision followed a complaint filed by the Social Democratic Party of India (SDPI), which alleged that the election held on December 27 was conducted in violation of statutory norms. The 14-member panchayat comprises five United Democratic Front (UDF) members, five Bharatiya Janata Party (BJP) members, three SDPI members, and one Left Democratic Front (LDF) member. During the election to the post of president held on the morning of December 27, the SDPI extended support to the UDF candidate, who was elected. However, the UDF president resigned soon after, declining the SDPI support. The election to the post of vice-president saw candidates from the UDF, BJP and SDPI in the fray. Both the UDF and the BJP candidates secured five votes each, while the SDPI candidate polled three votes. The lone LDF member abstained from voting. With the top two candidates tied, the Returning Officer resorted to a draw of lots, …

The Common Effluent Treatment Plant (CETP), planned for treating industrial wastewater in sector 34-35, will now be built by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), district administration officials said. HSPCB said Gurugram currently has two CETPs, with treated water partly reused and a phased recycling plan being drawn up. A senior HSIIDC official said a new DPR is under review for the CETP in sector 34/35 and 37. “The project is expected to be completed by December 2027. The industrial units in the area along the Badshahpur drain passing through sector 34 will be covered in the project,” the senior official said. Officials said that the handover was finalised by the office of Haryana government’s chief secretary during a high-level meeting in November 2025. A 6.5-acre plot of land was earlier identified for the CETP in October 2023. “The DPR for the plant with a capacity …
