(File Photo: PTI) The Uttarakhand Uniform Civil Code (UCC) Amendment Ordinance has received approval from the Lok Bhavan, sources said on Monday. Earlier, the UCC amendment bill had been sent to Lok Bhavan but was returned due to technical reasons. Following this, the state government drafted the amendment in the form of an ordinance, which has now been given the green light by Lok Bhavan. After being passed in January, 2024, further amendments to the UCC were considered in the Monsoon Session of August 2025 to address aspects such as penalties for entering relationships under false pretences and granting new powers to the Registrar General. What Is the UCC? The UCC was implemented on January 27, 2025, with Uttarakhand emerging as the first state in India to implement the UCC into law. A 16-page form that needs to be filled, Aadhaar-linked OTP, registration fee, a certificate from a religious leader that the couple is eligible to marry if they so wish, and details of previous relationships — these are among the rules prescribed by the Uttarakhand government for registration of live-in relationships under its Uniform Civil Code. The UCC Act, which was passed by the state Assembly in February 2024, makes it mandatory for couples to register with the government, both while initiating and terminating a live-in relationship. Failure to register carries a jail term up to six months. This applies to residents of Uttarakhand as well as state residents living elsewhere in India. The Rules, which came into effect January 2, outline the documentation required for the registration process – it can be done both offline and online. Rule 15 (3) in Chapter 5 outlines the “information to be included in the Statement of Live-in Relationship”. Dehradun: The Uttarakhand Assembly on Wednesday resumed the discussion on the Uniform Civil Code bill with the opposition Congress members moving a proposal to refer the legislation to a select committee of the House. The opposition legislators said they are not opposing the Uniform Civil Code (UCC) bill but its provisions need to be examined in detail so that its flaws can be removed before its passage. Deputy Leader of Opposition in the Assembly Bhuvan Chandra Kapri said the provisions for registration of live-in relationships and informing parents of live-in partners under the age of 21 in the proposed bill is an infringement on the privacy of young adults. He also said many of its provisions like mandatory registration of marriages, ban on child marriage and minimum marriageable age have been there and have nothing new about them.
