Prime Minister Narendra Modi, who is currently in South Africa for the G20 Summit, held a leaders’ meeting of IBSA on the margins of the summit with Brazilian President Lula da Silva and South African President Cyril Ramaphosa on Sunday, and offered suggestions to boost cooperation among the three countries.
Asserting that IBSA reflects India’s commitment to strengthening the voice of the Global South, PM Modi said on X, “IBSA is no ordinary grouping. It is an important platform that connects three continents, three large democratic powers and three major economies.”
“Ours is a bond that is heartfelt, carrying with it diversity, shared values and shared aspirations. All three IBSA nations have held the G20 Presidency in the last three years and have used this opportunity to further the human centric agenda,” he added.

From Anti-Terror Coordination To Digital Innovation Alliance
Prime Minister Modi highlighted a few suggestions to deepen IBSA cooperation, such as a unified message to the world that institutional reform is no longer optional, but essential. “It is a reality that global institutions are far removed from the realities of the 21st century. This has to change,” he said.
The PM also suggested close coordination among the partners in the fight against terror, without any room for double standards on the issue. He also suggested the creation of an IBSA Digital Innovation Alliance that will facilitate the sharing of Digital Public Infrastructure like UPI, health platforms like CoWIN, cybersecurity frameworks and women-led tech initiatives among the three countries.
Modi also suggested an IBSA fund for climate-resilient agriculture, citing its importance for food security and sustainability. He also appreciated the IBSA Fund’s work in supporting projects across 40 countries in sectors like education, health, women empowerment and solar energy.
Addressing the IBSA Summit, PM Modi said that the group can provide a message of unity, cooperation, and humanity at a time when the world appears fragmented and divided. He also proposed institutionalising the IBSA NSA-level meeting to strengthen security cooperation among the three countries.
The Prime Minister said IBSA was not just a group of three countries but an important platform connecting three continents, three major democratic nations, and three major economies. He also invited IBSA leaders to the AI Impact Summit to be held in India next year, even as he emphasised the grouping’s potential to contribute to the development of safe, trustworthy and human-centric AI norms.
