‘Universities are temples’: Andhra Pradesh High Court rules ad-hoc employees can only be replaced by regular ones | Legal News

5 min readNew DelhiFeb 5, 2026 07:00 AM IST Underlining that universities are temples of higher education, the Andhra Pradesh High Court recently said that frequent engagement and disengagement of assistant professors on an ad hoc basis impairs the quality of education. Justice Maheswara Rao Kuncheam was hearing a plea of an assistant professor, who was challenging a circular that sought to recruit new temporary teaching assistants. Justice Kuncheam said that Education is not mere administrative function of state, but a constitutional obligation intimately connected with future of nation. (Image enhanced using AI) The court directed that the petitioner is entitled to continue in his post until a permanent candidate is appointed through due process, provided there is sufficient student enrollment. The universities are temples of learning where continuity, academic stability, and sustained teacher–student engagement are statutes for maintaining standards of higher education,” the court observed on January 31. The order added that the frequent engagement and disengagement of assistant professors on an ad hoc or contractual basis disrupts academic planning and directly impairs the …

Foreign universities get a springboard to execute their India ambition

Foreign universities get a springboard to execute their India ambition

The government will support states in creating these university townships, finance minister Nirmala Sitharaman announced in her budget speech on Sunday, adding that these academic zones will host multiple universities, colleges, research institutions, skill centres and residential complexes. The plan could benefit foreign universities seeking a low-risk opportunity to enter the Indian market, according to Suchindra Kumar, partner and leader of education at consulting firm PwC India. “Some foreign universities are wary of the heavy capital expenditures. These townships will provide the infrastructure for the universities to set up on a ‘plug and play’ model like Gift City, attracting more of them to enter the Indian market.” India’s plan marks an effort to stem the exodus of Indian students eyeing foreign education. The number of Indians studying abroad has more than doubled from 6.85 lakh in 2016 to over 18 lakh by 2025, making it the largest source of international students, according to the Economic Survey for 2026-27. Indian learners focus on countries such as Canada, the USA, the UK, and Australia because of their …

Degrees of disillusionment in Tamil Nadu’s government colleges, universities

Degrees of disillusionment in Tamil Nadu’s government colleges, universities

These are disconcerting times for higher education in Tamil Nadu. To begin with, 12 universities in the State have no Vice-Chancellors. Besides the iconic University of Madras, the list of “headless institutions” includes Periyar University, Anna University, Bharathiar University, Madurai Kamaraj University, Bharathidasan University, Tamil Nadu Teachers Education University, Annamalai University, Tamil Nadu Agricultural University, Tamil Nadu Veterinary and Animal Sciences University, Tamil University, and Tamil Nadu Physical Education and Sports University. Several of them have been functioning without a V-C for at least two years, depriving them of not just administrative leadership but also representation in the higher echelons of the Education Ministry. Over the past two to three years, the regular process of the Governor, in his capacity as the Chancellor, selecting a V-C from among three possible candidates recommended by a search committee has ended in a deadlock. Governor R.N. Ravi has insisted that the 2018 regulation of the University Grants Commission (UGC) be followed in the appointment of the V-Cs, especially the clause that one member of the search committee must be a UGC nominee. However, the State …

‘Failed to understand logic’: HC says universities shouldn’t implement ‘carry on’ system for failed students in 2025-26 | Mumbai News

The Bombay High Court has directed the state government to inform all universities that have continued with the ‘carry on’ scheme allowing students with uncleared or failed backlog exams to be promoted, not to implement the same for the academic year 2025–26, except where the benefit has already been extended to some students. The direction was issued after the court was informed on Tuesday that the ‘carry on’ system introduced through a January 17 circular and a February 10 Government Resolution (GR) was limited to the academic year 2024–25. Despite this, four universities continued the scheme for academic year 2025–26, which the bench found “contrary to the spirit of the GR and the circular.” The four universities include Kavayitri Bahinabai Chaudhari North Maharashtra University, Jalgaon; Punyashlok Ahilyadevi Holkar Solapur University, Solapur; Sant Gadge Baba Amravati University, Amravati and Shivaji University, Kolhapur. The march of foreign universities preps ground for a battle for teaching talent

Universities of Southampton, Liverpool, York, Aberdeen and Queen’s University Belfast from the UK, Italy’s Istituto Europeo di Design and US-based Illinois Institute of Technology are in line to enter India next year, apart from a clutch of Australian universities. The institutions are primarily scouting New Delhi, Mumbai, Bengaluru, Chennai and Gujarat’s GIFT City to open their campuses. Typically, universities hire for academic and non-academic roles. While the former covers teachers, vice-provosts, vice-presidents and deans, the latter includes vice-chancellors. A senior faculty member at one of the top five Indian Institutes of Management (IIM) said foreign universities are offering top dollar for the best talent. “The global universities are looking at second-rung management colleges and offering more than ₹1.5-2 crore for the positions of director and vice-chancellor. The faculty is getting around ₹50 lakh,” the professor said. Talent shortage The surge of foreign universities comes after the National Education Policy (NEP) of 2020 greenlit their entry.
