Congress MPs on Tuesday submitted notices in both Houses of Parliament, demanding an urgent discussion on the alleged use of force against students protesting over the NEET paper leak issue.
The move comes as a bill introduced by the Centre in the Lok Sabha to strengthen the anti-paper leak law with stricter punishments is likely to be taken up for discussion on Tuesday.
Rule 267 notices in Rajya Sabha, adjournment motions in Lok Sabha
Congress MPs Randeep Surjewala and Syed Naseer Hussain moved notices under Rule 267 in the Rajya Sabha, while Lok Sabha Deputy Leader of the Congress Gaurav Gogoi and Chandigarh MP Manish Tewari submitted adjournment notices in the lower house, reported PTI.
The MPs sought suspension of listed business to take up a discussion on the alleged police action against students during the NEET protests.
Congress demands statement from Amit Shah over police action
The Congress has been demanding accountability from Union Home Minister Amit Shah over the alleged use of force against protesting students. The party has also sought a statement from him in Parliament regarding the alleged use of pellet guns and batons, the news agency reported.
The notice submitted by Surjewala and Hussain stated:
“That this House do suspend Zero Hour and the relevant rules relating to Question Hour and other businesses of the day for an immediate discussion on the reported assault on peacefully protesting students in Delhi on 20 July 2026, the use of lathi-charge, tear gas and pellet guns, and the alleged assault on women students and journalists.”
The MPs also sought a clarification from the Home Minister on whether the use of force was authorised and demanded accountability from those responsible.
Gaurav Gogoi raises concerns over alleged excessive force
In his notice, Gaurav Gogoi said the incident raised serious concerns regarding the protection of democratic rights, the conduct of law enforcement agencies, and accountability for actions taken against protesters.
“The use of excessive force has since been acknowledged by the Director General of the Rapid Action Force. Official reports indicate that over 170 persons, including protesters and security personnel, were taken to hospitals following the violence, with around 60 to 90 injured protesters requiring medical attention,” Gogoi said in his notice, reported PTI.
He also cited media reports alleging that several students suffered serious injuries, including a student who reportedly sustained severe eye injuries due to the alleged use of pellet guns.
Allegations of assault on women students
Gogoi further alleged that women students were physically assaulted during the operation and claimed that unidentified individuals in plain clothes participated alongside uniformed personnel.
“Given that the Delhi Police functions under the administrative control of the Union Ministry of Home Affairs, it is imperative to examine the responsibility of the Ministry, including the authorisation of such measures and the accountability of the authorities responsible for their implementation,” he said, reported PTI.
NEET protest ended after 36 days
The 36-day Cockroach Janta Party-led agitation at Jantar Mantar in Delhi ended on Saturday after the government accepted key demands of the protesters and Dharmendra Pradhan resigned as Education Minister.
Police and protesters have since blamed each other for the violence that broke out during the July 20 march towards Parliament.
Tewari seeks discussion on alleged pellet gun use
Congress MP Manish Tewari, in his notice, demanded suspension of Question Hour, Zero Hour, and other listed business to discuss the alleged use of pellet guns by the Rapid Action Force against student protesters during the July 20 march.
“I move that this House do suspend Question Hour, Zero Hour and all other listed business of the day to discuss the reported use of pellet guns by the Rapid Action Force against unarmed student protesters during the July 20, 2026 march to Parliament, which left over 80 people injured,” Tewari said in his notice.
