The Mumbai police on Wednesday booked three members of a family who allegedly duped an elderly man to the tune of Rs 16 crore under the pretext of selling an entire floor of a building to be constructed in a redevelopment project in Bandra.
According to the police, the accused – Mehmood Hassan Quadri, his son Fahid Mehmood Quadri and wife Bilkis Mehmood Quadri – allegedly conspired and promised flats to Farukh Parekh, 67, between 2007 and 2023 in the project and accepted advance money from him, but never completed the construction work.
Parekh, a resident of South Mumbai, alleged in the First Information Report (FIR) that the fraudsters initially took Rs 4 crore cash from him between 2008 and 2010 and promised to give possession of a 2000-square feet flat on the sixth floor and the entire floor in a redevelopment project in Peri Cross Road by 2013.
The trio failed to deliver on their promise claiming they could not get a No Objection Certificate (NOC) from the Coastal Regulation Zone (CRZ) and Commencement Certificate (CC) from the Brihanmumbai Municipal Corporation (BMC).
When the complainant kept asking the “developers” about the flat delivery, they told him in November 2017 that they are developing a cluster redevelopment project involving Fatima Lodge, Al-Mahmood Apartment, Desire and Casa Manor.
The complainant was promised a 3000-square feet flat in the cluster project and Fahid Quadri accepted more Rs 50 lakh from him, including Rs 14 lakh transferred from his son’s bank account. But, he again failed to fulfill his promise, alleged Parekh in his statement to the police.
In February 2023, Fahid Quadri gave two cheques of Yes Bank each of Rs 50 lakh to the complainant in the name of rent. Parekh alleged that these cheques didn’t work as the Quadri’s Yes bank account was closed.
After the complainant’s rigorous follow-up with the accused, they promised to pay the complainant Rs 16 crore (as per the current market price) in lieu of the promised 2000-square feet flat and an entire floor in Mehmood Apartment and gave cheques. All the cheques were bounced, the complaint said.
Later, Parekh found that the accused had sold the sixth floor flat along with the entire floor to someone else and defrauded him, said a police source.
After securing an approval from the zonal Deputy Commissioner of Police, the Bandra police on Wednesday registered a case against the trio under sections 420 (cheating), 406 (criminal breach of trust) and 120B (criminal conspiracy) of the Indian Penal Code.
